Strict Control of Civil Explosives to Ensure Security for the G20 Summit

On April 18, 2016, our company held an expanded work meeting attended by functional department heads and branch managers to discuss the “Work Requirements for Explosive-Related Units under the Security Plan for Strict Control of Civil Explosives during the G20 Hangzhou Summit.”

The meeting focused on the Ministry of Public Security’s “Ten Regulations on Strict Control of Civil Explosives” and the requirements issued by the Public Security Department of Zhejiang Province for explosive-related units during the G20 Hangzhou Summit security campaign. According to the unified deployment of the provincial authorities, the work was divided into three key stages:

First, before the end of April, all explosive-related units were required to conduct self-inspection and rectification, review the management of civil explosives used in ongoing and completed blasting projects within the past three years, assess the current performance and ideological status of all personnel involved in blasting operations, and submit written commitments.Second, before the end of May, public security authorities would conduct comprehensive safety inspections of blasting project sites.Third, strict control would be implemented over the circulation and use of explosives, with gradual implementation of full video surveillance coverage at blasting sites and random inspections to ensure that the required personnel were present during the receipt and distribution of civil explosives.

During the meeting, company leaders provided further analysis and interpretation of the key requirements of the “Ten Regulations.” Department heads and branch managers conducted in-depth discussions based on current construction conditions, focusing on strengthening safety management responsibilities, enhancing source control, strictly regulating the use of civil explosives, and improving the ideological education and management of personnel involved in blasting operations.

At the conclusion of the meeting, unified requirements were established: in accordance with the Ministry of Public Security’s “Ten Regulations on Strict Control of Civil Explosives” and the provincial authorities’ requirements, all departments shall strengthen internal management, strictly control every stage of civil explosives management, and ensure security during the G20 Hangzhou Summit.
